Out-of-State Merit Aid/Stereotypes?

I'm a senior in Indiana. I lived in Colorado for a bit in middle school and definitely want to attend college there. CU-Boulder is among my top choices. I have a 4.17 weighted GPA and got a 1910 on my SAT (although I just re-took it). I don't qualify for any need-based aid, but that doesn't mean my parents necessarily want to throw down $45,000 a year for me to go somewhere. Does the school give out much merit aid (and would I qualify for it?) Also, is the whole pothead stereotype really true? I have nothing against weed and enjoy smoking it occasionally, but really don't have a desire to make it a real habit. Thanks!
