Ok so I got into UCSB for physics as well as tech. I do plan on going to Grad school.
If I'd go to UCSB I'd be out by at least $23000 if I'd move to CA within the first year and get in-state tuition following. ( I do have the facilities to do this)

or

go to tech instate.

I know UCSB is way better for physics, but will it get me to a better grad school (assuming I put the same effort at both).

If you have to repay $23000 (per year?) for going to ucsb, go instate to tech. thats what I would suggest. save the bills for graduate school, which is way more important.

Virginia tech has something of a reputation, right. its not like getting a degree from an unknown college. and its a tech school, which will speak for you if you are getting a science degree, not a liberal arts one.
