<p>^^Not sure about list, but can add Univ. of south carolina to ones mentioned above. OOS tuition given with several of the scholarships. Look at money matters link from admissions.</p>
<p>University of New Mexico offers OOS tuition waivers . Some guaranteed (but mostly to residents of CO and certain counties in TX); some more competitive.</p>
<p>Amigo OOS waiver (open to everyone) requires:</p>
<p>23 ACT (1060 SAT) and 3.5 GPA or 26 ACT (1170 SAT) and 3.0 GPA</p>
