<p>Ive checked this and the answer is no unless they purposely hide this from California residents.</p>

it seems like international students can get out of state waivers but I’m not completely sure.</p>
<p>I think you are eligible, however, you do not ‘apply’ for these scholarships. They inform you if the scholarship you receive qualifies for a non-resident waiver scholarship or not. It will be printed on the scholarship award letter. (Not all scholarships qualify,even if over $1000) Once you are awarded the scholarship, you can always check with the business office to make sure it applies to your situation.</p>

<p>Yes, you just have to be awarded one of the scholarships.</p>
