<p>There are some state schools that give OOS students with good stats awards that reduce their tuition below the rate of in-state tuition (and sometimes for free tuition). U Alabama and Miss St both do this. Others do this for National Merit Finalists.</p>
<p>DD received a scholarship from U of South Carolina. It reduced her tuition to the instate rate PLUS she also got an additional amount of scholarship money.</p>
<p>So…her costs would have been less than an instate student’s.</p>
<p>The costs were WAY less than OUR instate flagship U.</p>

<p>But, Virginia is not one of the more expensive states for in-state tuition - the answer to your question would more likely be “yes” if you hailed from a high-tuition state. And many around the country would ask “What’s a resident of Virginia doing trying to afford OOS public tuition? We’re all trying to afford to go OOS to public schools in Virginia!”</p>
