Is it easier, or harder to get into UGA if I am out of state? I am from New Jersey and I have heard that some southern states take that into account because schools are harder in the north generally. Any opinions?

I think it does not matter if you are in-state or OOS for UGA.

lol i was hoping out of state would somehow give me an advantage, guess not, cuz otherwise i have a slim chance of getting in.

At most schools, being OOS would hurt you. It may help some for geographic diversity, but I don't think that will matter for you being from Jersey applying to UGA.
