Starting this year, Macaulay only covers the laptop and the cultural pass for OOS applicants to Macaulay. 
So, unless you have family in NYC who can take you in, thus making college in the city about 15K/year + lunch + $112 a month for transportation + miscellaneous, you’re out of luck (because housing alone is likely to be another 15k!).
You can check with CSi if they package housing in their new dorm for OOS Macaulay scholars but I don’t think they do.
The Questbridge application is very similar to your college application. If your commonapp application is in good shape, you should be able to do it in a week. I’m sure experienced readers here can read your essays and you can order your transcripts to be sent first thing on Monday.
