<p>In Passage 1, the author devotes the entire 3rd paragraph to arguing how despite prophecies are often false, they inspire fear and can encourage people to act. Thus, choice A fits perfectly into this.
None of the other choices are discussed very much in Passage 1. Remember, you have to put yourself in the author’s shoes, and argue from his point of view, even if you personally disagree.</p>
