<p>Penn has no quota for any state (aside from trying incredibly hard to have every state represented). However, they probably have a consistently high representation from PA residents (as NJ and NY). Even if Penn had a minimum quota, it wouldn’t help PA residents because so many apply.</p>
<p>In fact, only 16.8% of the Class of 2011 (406 out of 2,417) is from Pennsylvania:</p>
