Parent on deployment within last 3 years?

I am filling out the residency survey for UCSD, but this question was also asked on the UC application. I initially answered yes, but I am not sure anymore. This question is:

Has your biological or adoptive parent (PARENT 1) been physically present in California for the last 3 years, excluding brief absences for vacation purposes?

My dad was deployed for about 8 months to Abu Dhabi in 2017 (he’s in the Navy). Would I answer yes or no for this question?

My guess is that the answer is “yes” because he is a California resident but I would call UCSD admissions and ask them.
