Participation vs Leadership

When top colleges see 2 applicants: one with leadership positions in clubs but no real accomplishments in those clubs, and another applicant who is only a member of those same clubs but has significant participation/accomplishments in those clubs, who holds the advantage?

So basically what I mean is, for clubs, is it really much better to just be a regular member who makes a difference and does a lot for the club, than to be a president that doesn't do much?
