<p>You mean for Irvine? UCLA engineering letter came out, so if you didn't get that, and you applied for engineering, chances are you didn't get in.</p>

<p>Generally yes. There have been a "few" exceptions, but general trends show that if you don't get a letter from UCLA engineering, your chances are slim.</p>

<p>If you applied for any major listed as "College of Letters and Science", you basically applied as an undeclared anyways.</p>
<p>As for the confirmation of the letter, if you go into the UCLA forum from last year, there were quite a few posts about that. Everyone that posted on the forum and either got or didn't get the letter followed that pattern (ie. those that didn't get it didn't get in). Of course, there are people who's friends or friends friends apparently got in, but that's not within the realm of "likely" in any case.</p>
