Paying for school when you're not in Scholarship territory?

I have a 3.3 and a 29 on the ACT, and I'm looking at going out of state (possibly to U of Utah). I don't think I have the grades for getting scholarship money, and while I can pay for some of it, I definitely can't pay for all of it. I've thought about ROTC, but I lose my summers, and I want to march in a Drum Corps, so I have to have my summers completely open for that.

What could I do?

Take a look at Ohio Northern U. They offer merit aid to 29 ACTs.
