Peer evaluation and supplemental material

Hi everyone, I'm applying to Dartmouth next fall and there are something that I need your advice/recommendation/suggestion, everything will be appreciated :)
Firstly, my best friend who's gonna be a freshman in Dartmouth this fall will be the one I'm asking for peer evaluation. She knows me so well then, but will it hurt when a Dartmouth student recommend people to the school?
Moreover I decided to send some supplements to the school, like my traditional music tape (because I'm really into traditional music) but I intend not to major in music, should I send it anyway?
I wonder if the supplemental materials are required for those whose profession will be music and sports only. Then, will my supplement annoys admission officers and ruin my chance to Dartmouth?
Lastly, I'm applying directly from my home country after high school, so the education system is very different from the US's. I would like to know if any of Dartmouth's international students sent a paper/syllabus explaining their home country high school system.
I appreciate every response to this thread, hope to see you guys in Dartmouth :)

I don't see why it should hurt to have a Dartmouth student give your peer evaluation, assuming she knows you well and you're not just getting her to write it because she's going to Dartmouth.

I think it might even help =p

Your supplemental music tapes should not annoy the admissions office, even if you do not intend to major in music, IF music is something that has been a big part of your life and is something in which you have attained a clear level of proficiency. If your dedication to this pursuit is something you are going to be talking about somewhere else in your application, then the tape is a great way to supplement that. Especially if you sincerely intend to continue to pursue music in some manner during college. Your tape will not be heard by the admissions office but rather sent to someone in the music department to hear. What might be annoying is if the tape is too long. Typically, colleges ask that they be somewhere between 10 - 15 minutes in length, and that they contain selections which showcase contrasting styles. Not sure Dartmouth sets these limits but many schools do so you should check that out before making your recording. Your recording should feature you, only, not you performing in a group.

Presumably, you read the following about supplemental materials, in general, already:

Supplemental Materials - Optional
If the applicant has an outstanding talent in the visual or performing arts, he/she may choose to send the Admissions Office slides or samples of original artwork, tapes of solo musical performances, or other evidence of specific accomplishments. Recommendations from people in a position to evaluate the applicant’s abilities may also be sent to the Admissions Office.

All materials for Early Decision applicants should be submitted by November 1. All materials for Regular Decision applicants should be submitted by January 1.
Materials must be clearly identified with the applicant’s name, social security number, current mailing address, and other pertinent information.
Where appropriate, material will be sent to the relevant academic department for evaluation.
Materials will not be returned unless a self-addressed, stamped envelope is provided.

This is from the Music Dept. at Dartmouth:

The Admissions Office of the College welcomes the submission of supplementary materials from prospective students who have demonstrated significant achievement in curricular and extra curricular areas. Recordings of musical performance and original compositions sent to the Admissions office are evaluated by members of the Department of Music. Submission of recordings is not required, and a student's application for admission to Dartmouth is not jeopardized by the lack of these materials.

Thanks to PaladinDave, ctsurgery, ohmadre, your answers came so fast and are very helpful :).
ohmadre: Music has always been a big part of my life and in my application I'm gonna tell people about it. Thank you for reminding me this, now I'm sure that I will send the CD to Dartmouth :).
