How hard is this course? Are there any real prerequisites for it? Can a freshman handle PEIS 100?

No, don't take it as a freshman (at least your first semester!) Take IAS45 if you're interested in starting the PEIS route. There are no "real" pre-reqs and Karras is an amazing professor, but it's just a bit much (I think) for a freshman.

what does "PEIS" stand for?

political economy of industrial societies

sweetdreams87 speaks truth. Karras teaches IAS 45 as well (well, most of the time, anyways), and PEIS 100 is very heavy on the reading.

sadly, he isn't teaching this fall's ias45...
