<p>I’m pretty sure that ‘Welfare’ here doesn’t mean what you think it means. I think that here it means ‘well-being in general’ and not ‘social programs’. While I support social programs, especially for education, I don’t think that they are or ever have been considered a Constitutional right.</p>
