Pell Grants the new welfare?

<p>I’m talking about a group setting. For example:
Some 30% of ALL African Americans families in the U.S are on welfare.
While only 5% of ALL Caucasian familes are on welfare.</p>

<p>Thats what I mean to say in the above post. I can see how it can be misinterpreted though.</p>

<p>well considering that white is almost 50% and african americans are almost 13%, it would make sense 5% of all whites is more than 30% of all african americans.</p>

<p>I’m pretty sure that ‘Welfare’ here doesn’t mean what you think it means. I think that here it means ‘well-being in general’ and not ‘social programs’. While I support social programs, especially for education, I don’t think that they are or ever have been considered a Constitutional right.</p>

<p>he’s talking about proportions though, not sheer numbers.</p>
