<p>Although in general you have better chances at any school ED, I've heard that at Penn a lot of the kids who get in early decision are those who have legacy. Apparently about 40% of legacy kids get in early, so does a non-legacy kid have equal chances applying regular decision to Penn?</p>
<p>I don’t think the legacy ED acceptance rate is 40% anymore. Probably more like 30-35% (at most). And while legacy applicants do get a slight bump in the ED round all else being equal, non-legacy applicants who apply ED also get the advantage of demonstrating that Penn is their unequivocal first choice, for whatever that’s worth (and it’s certainly worth something). And given that the RD acceptance rate is below 10%, it can’t hurt to apply ED if, in fact, Penn is definitely your first choice.</p>
