Penn send me Intl FA forms (Mistake?)

I am a Canadian student thus eligible under penn’s need-blind financial aid policy…

yet they sent me Intl FA forms…is it a mistake??

Should I call???

btw...they sent me a letter saying if no financial aid application my chances will be improved...

the same thing happened to me, although I'm not canadian, I'm actually a citizen of the marshall islands, and I'm qualified under the signed compact to pursue education in the US as a resident student.
For me, I just wrote a letter to the lady, Ms. O'Connell I think, and told her about my situation. I also sent her a copy of the compact, a copy of my passport, and all that stuff, and they changed my status afterwards.

How did u know they changed ur stats?? I faxed a letter but only wrote :To the person whom it may concern...didnt direct to Connel ...

I know because they didn't ask me to fill out the international FA form anymore, and besides, I got in ED and my FA package is pending.
