No there is a school of Nursing at Penn State and it is not part of the Eberly College of Science. The Nursing major is one of the few direct entry majors at Penn State, meaning you get in as a freshman or you don’t get in at all.
Schreyer Honors College operates completely separate from admissions. They generally send invites to apply but that does not mean anything as far as admissibility to the university as a whole. Whereas admission to Penn State is mostly dependent on GPA and rigor, and to a lesser extent test scores and anything else, honors college admission is mostly dependent on essays and interviews.
Does PSU reject a nursing applicant if they can’t offer them admission to Nursing or are they possibly offered admission to a different school?
They will probably offer admission to a commonwealth (branch) campus nursing program if grades/scores are high enough. They won’t automatically consider the student for another major, though the student can call and ask to be evaluated for another major.

So then if my son applied EA but his application wasn’t complete because his official scores hadn’t yet been sent from College Board can he still be considered EA? It seems like this would be the case if people can add scores after the deadline but I just assumed he missed it.

I’d call admissions to ask this question. I believe the application and SRAR are what need to be in by the application date to be considered EA because of the test-optional option. But I don’t want to mislead you so I’d call admissions to be sure.
I think it depends whether they checked test-optional or not. My son originally applied as test optional, but he heard that if he got rejected he could not reapply. To maximize his chances he started taking an SAT prep course, but the exam date is not until Dec 2, scores mid-December. So he had to back out of EA. I think that if you tell them you are submitting a test that the SRAR should count, although they will seek confirmation later.
I’m not sure what you mean by “he could not reapply”. If a student is denied admission, they are able to ask for reconsideration as long as their application has a significant change to it such as change of major, semester start, etc.
Applying test-optional does not hurt a student at all.
Honestly, I absolutely would not wait to apply until mid-December while waiting for test scores you don’t even know will help. He does not need test scores. Applying after Dec 1 puts him in the rolling category which is the the most competitive because most spots have already been offered. EA applications were due by Nov 1, Regular Decision due by Dec 1 and anything after that it rolling. Rolling is the most competitive. Middle 50% goes out the window in rolling admissions. He is not maximizing his admission chances - he is in fact limiting them by quite a bit.
What is the major he is applying for? What are his stats? Feel free to PM me if you don’t want to post them - but posting them will help others advise on the best options for the best chances of admission.
I am curious to learn where the admit rates by school can be found. My daughter applied EA to the engineering school and I’ve been trying to figure out what her chances might be but can’t locate anything on the school’s website that might provide that information.
Penn State does not publish admit rates by college. The rates also change yearly depending on the applicant pool.
Some majors, like Smeal Business, have disclosed their rates at student info days on campus so we know that the rates there are around 5%. But I’m not aware that Engineering has disclosed theirs. Engineering is very competitive at Penn State however, so your applicant will want to be at the top of the middle 50% or in the top 25% of applicants applying to the University as a whole.
No such thing as a safety school; be careful what you say about it being a safety school as many people on this thread have a child (or children) who go to PSU and/or it is a reach school for their child who is currently waiting to hear.
