Penn State, Purdue or Calpoly SLO or USF Tampa for Computer science major

Got into good Tier 2 universities and finally after a lot of listing pros and cons arrived at following choices

Penn State In state fees 33K approx - intent CS and allows us to take CS classes from Day 1

Purdue at 41K OOS but instead of CS major I had applied to CSE in College of Engg - so got admission to General engg - not sure how easy it to switch to CS. If it is way too competitive to declare the major at Purdue then I can take it off the list.

Calpoly 41k OOS - direct admit CS

However I get USF Tampa Florida OOS but at approx 20k after merit aid and also get honors to pre major CS

My confusion is should I take a not heavily ranked USF Tampa Florida or take the highly ranked ones especially if i want a mix of fun and academics. I am not sure if I want too much academic rigor and want to take a spaced out for major.

Major factors for me are:-
easy registration to CS classes and easy to declare my major, no weed out colleges, location, internship and career fairs, mix of fun and academics - where average students can also thrive.
Preferable that starting from freshman year take CS related classes (rather than General engg)

What would be your choice and why? thanks much
