<p>I am a high school student not from Pennsylvania intrested in Penn State. I found their website a bit vague, so I'm asking does Penn State offer any Full Ride, Full Tuition or a similar amount of funds to out-of-state students?</p>

is a the subject of a thread that gives a lot of information of this sort. So would the Common Data Set. It appears that 7%$ of freshmen got merit money with the average award coming to $3800. I believe that those who are accepted to the Honors College, automatically get an award of about $2-3K, regardless whether they are in or out of state kids. Beyond that, I don’t know what the breakdown is, and I don’t know if the Admissions Office or FInancial AId would give you that info. The word of the street, even before all of this trouble with the Sandusky scandal broke, has been that Penn State does not give much money to anyone other than athletic scholarships. They do not guarantee to meet full need, and rarely do. They also do not have many full ride or full tution awards.</p>
<p>How this will change with the issues the university is now having, is up in the air. It could go either way. My guess would be that out of state dollars would be welcome, but not out of state needy student, since they will be in some tight financial straits. </p>
<p>Pitt has always been more aggressive with full ride, full tuition and other type of awards for the top students, in and out of state. The amounts available have dropped drastically from the info I recently checked, and the standards for such awards have risen sharply, but the Chancellors Scholarship and other programs are there, and there is discussion on these awards on the University of Pittsburgh section of this board. Also check the Penn State section for any such discussion about their aid and scholarships.</p>
<p>Penn State offers the Bunton Waller Fellowship. It provides full tuition and room/board for in state students and full tuition for out-of-state students. Not sure if you qualify to apply for it or not - you can find information on the fellowship online. As a Bunton Waller Fellow, my son was required to attend a summer program prior to his freshman year - and also live with other fellows in Pennypacker Hall freshman year.</p>
<p>Penn State offers VERY FEW merit scholarships. If you look at their merit stats, the avg amount is about 4800…and it’s not a coincidence that the amount is generally what the Schreyers honors students are awarded. </p>

<p>you might be a good candidate for the PSU honors college, but don’t expect much aid/merit at all. It’s been a frequent complaint that PSU gives few merit awards.</p>

<p>I will be a Journalism major. I will nor anything over $15,000 by financial situation. The only minority argument that I have is that my great-grandfather was a Native American.</p>
<p>to have Native American status, you need to be able to show “blood papers” from your tribe. If you can’t do that, then you can’t claim NA status.</p>

<p>Yes, it is for URM’s. It’s a great opportunity though for those few that are chosen. Just wanted to throw it out there in case - didn’t know your circumstances. Good luck.</p>
