Penn State transfer to top 20

I am Penn State student going into my sophomore year. I really like Penn State, however I really feel like academically I could be somewhere a lot more challenging.
Here are my stats:

High School GPA: 3.26
Varsity football all four years
Various clubs and activities
Community service through my church
Very good recommendations if needed
SAT: M:740, CR:680, W: 660 T:2080
SAT II: BIO E: 760

College GPA: 3.84
Smeal college of business intended Finance major
Member of a coed business fraternity
several other clubs
Member of two academic honors societies

My high school is one of the top public schools in the country (consistently sending graduates to all the ivies/top schools). However I did slack off a bit in high school, which can be seen in my GPA.

My question is if I were to maintain/increase my GPA at Penn State (I plan to finish sophomore year with about a 3.9), would I have a chance at transferring into any of the Ivy League schools? excluding cornell for private reasons.

Depending on the programs offered, I would stick with finance as a major or switch to econ. I am not saying I would only go to an Ivy League school, they are just at the academic level that I would like to transfer to.

Penn State has an excellent honors college. Try to transfer into it; the results should tell you a lot about your chances elsewhere and your actual academic level.

And remember that a highly selective school or program is full of the kinds of people who were at the top of your high school class. The others will be elsewhere. Is that the atmosphere you really want?
