<p>Penn transfer applicants submit an initial package on March 15. They request mid-term grades for second semester. They ask for a a document with the mid-term grade and the signature of the professor. I spent all day running around get my mid-term grades and my professor' signatures. This doesn't make a lot of sense to me, because anybody could sign the professor's name and put down any grade. Don't they need some sort of official statement.</p>

It is a slightly skewed system, but technically you could write your own recommendations and sign them from random teachers and send them in. It’s all based on your integrity. Sometimes students get signed letters from the teacher with their contact information, so that the school of their choice knows its sincere.
Unfortunately at this time, there is no official statement. I know it seems strange, but everyone probably feels the same way you do.

<p>What if they doubt my integrity? My grades this semester are SOOO much better than they were last semester, and I got all my teachers to sign for them.</p>

If a college is ever unsure about a document they receive, they will call and ask you about it. If they need verification, they will probably ask you to send your final official transcript at the end of the semester to verify. But, this is rare.
