Permanent Resident Applications

<p>I'm asking this question for a friend, who is a permanent resident.</p>

<p>When applying for graduate school, being an international student puts the student at a competitive disadvantage, especially in funding considerations when compared to US citizens.</p>

<p>What about permanent resident applicants (who have lived here for 10+ years)? Are they at a competitive disadvantage in some way also?</p>

<p>Most places will consider US citizens and permanent residents in a single pool. Each university usually discusses this on their website, like so:
