Permuations vs. Combinations on Math II

Can anyone give me a good site or anything to explain? I've been taught permutations and combinations in 8th grade and looked over them in review books, but I never get which one to use and when to use them. I know the definitions. Order matters vs. order doesn't matter, but that never helps me figure out which one to use.

Permutations: Order does Matter
Example: You want to choose a President, VP and a Secretary from 10 people. 10p3
Combinations: Order does not Matter
Example: You want to choose 3 people to make a council from 10 people. 10c3
