Petro Engineering schools in California?

After looking through several other career fields I've stopped on petroleum engineering. For this I believe one would need either a Petroleum Engineering or a Geotechnological and Geoenvironmental major. I've looked over several lists of schools that offer said majors, and don't see much in the way of viable options for myself- at least with this:

Going on to senior year, just finished junior
HS Uwt. GPA: 3.33
HS Wt. GPA: 3.5
ACT w/ writing composite score: 33 (strong possibility of 34 if I retake)
SAT: NA
SAT II's: Math lvl2- 750, US- 720
Very few but some extracurriculars: 4 years out-of-school fencing, several in-school clubs
AP's: 6 if including senior year, 3 taken so far
HS API score: 897
HS does not provide class rankings
Residency in California
Will have 100+ hours of community service by application date
Ukrainian (no citizenship yet, greencard), overcame language barrier
Fluent in 3 languages (English, Russian, Ukrainian) and working on Spanish

I can't afford out-of-state tuition or private schools. That takes out the majority. I'm not getting into Cal or UCLA and UC Davis is a large stretch.

What are some schools in California into which I have a reasonable chance of being accepted that fit my profile, given my desired career path?

Thank you in advance!

Because there are no undergraduate programs for PetE in California, you would need to choose a major in a related field such as geophysics. I don’t know which if any schools in California actually get recruited from the oil industry though. That might be the difficult part.
