pharm d: st.john's(4yrs tuition+40%of room) or uri 4yrs tuition?

I'm an international student attending a private highschool in PA.
I applied to six schools with 6-years pharm D program and
they offered scholarships listed as below:

ACP - $12000/yr
Butler - $7000/yr
Northeastern U -$10000/yr
St. John's - 4 yrs full tuition + $5800/yr to be used for room & board
URI - 4 yrs full tuition
USP - $9000/yr

Since I'm not a US resident or a citizen, ths scholarships these schools offered are all I'm getting.
I've narrowed it down to URI and St. John's and in terms of the cost, I think
they'll be pretty much same or URI will probably cost a little bit more.

I like NYC and it seems like it's gonna cost even less than URI(their offer is about 5 grand more than that of URI)so I thought St. John's would be better but then I looked at the US News rankings and found that URI ranks higher in US News ranking and also the higher NAPLEX (pharm license test) passrate.
I'm confused because I'm not sure which school's pharmacy program is better.
St. John's is a more expensive school but I'm not sure if the school actually provides better education, intership opportunities, etc.
Maybe it's expensive just becuase it is located in NYC?

Which one should I choose? Any info or suggestions?
