does being in Phi Alpha Delta help with admissions?

What is it? lol. I am assuming an honor society -but just in case. If so, it will look good, but it is NOT a significant factor. Think LSAT and GPA, anything else it'll be just "brownie points."

WF

Phi Alpha Delta is a co-ed pre-law fraternity. They have many successful alumni, including 4 US Presidents, the most recent being Bill Clinton.

I think the point of being in PAD is to gain a better understanding of law school admissions, law schools, and legal careers. Will it help in admissions? Probably not directly because LSAT and GPA are still the two main criteria. Can it help you? Yes... perhaps finding some internship at a law firm, having admissions officers from law schools present, having lawyers or alumni guest speak, etc.

I thought that PAD was also at law schools...?

It probably won't help you too much. Consider an admissions officer who is reading over 5,000 applications for 250 slots. PAD, or any other similar activity (doesn't take up too much time, service-oriented, etc) isn't going to make that much of a difference. How could it? If you express a sincere desire to go into public service, and that is backed up by other things (work experience in the public sector, a cover letter which focuses on that school's clinics), then PAD might make a difference. The big thing would probably be the experience in PAD as a part of a larger plan. PAD alone isn't going to be some magical thing which will help you get into law school.
