I got accepted into UT physics (at the school of natural science) but want to be a chemical engineer. How hard would it be for me to transfer from one school to another? Do I have to wait till the end of my freshman year to do this?

This should help:
[Internal Transfer / Change of Major - Cockrell School of Engineering](<a href=“Undergraduate Education”>Undergraduate Education)

According to that chart there are only about 11-14 spots available for ChemE transfers and a lot of people applying. That puts the chances for transfers getting in pretty low. If I really want to do Chemical Engineering, should I risk it?

Sorry, but risk what? Going to UT over another university where you were accepted?

The risk that I will not get into Chemical Engineering. According to that chart, there is only about a 20% acceptance rate for transfers into chemical engineering (with a cutoff GPA of 3.5-3.7). If I want to do Chemical Engineering than that seems like a risk to me.
