Picking OOS schools

Im from California and want to move out of the state for college not too far though is there anyway (besides WUE) you could get lower tuition out of state?

High statistics will get you good scholarships at some colleges (University of Alabama, for example). Here is a website:

But most are not really close to CA. CA has such diverse geography and population depending on where you go, you should be able to find something in the UC and CS system to suit you, though. You are lucky to have a state with so many good options!

Some states’ public schools do have relatively low out-of-state list prices (e.g. SD, NM, MN, NY, perhaps others).

Any way I could go to the University of Washington on reduced OOS tuition?

The University of Washington is not one of the WUE institutions (which charge qualifying OOS students 150% of their in-state tuition rates) . The way to get in-state tuition rates at public universities is to establish residency in the state. That usually is not a quick, easy process.

The normal way to reduce costs is to qualify for need-based financial aid or for merit scholarships. However, public colleges usually do not have very generous aid for OOS students. The best need-based aid usually is at very selective private schools. The best merit aid usually is at schools where your stats would put you in the top 25% of enrolled students (or maybe much better than that, if you want net costs lower than CA public in-state rates.)

My dd applied to UW and got in. We were full fee as OOS. If you plan on attending schools in Washington state, plan on paying full fees.

You might do better at a private university that gives good merit aid but the base tuition there is usually high also.
