How do i send the photo with the online app. forms? Perhaps photoshop and attach it on the sheet with additional info? Also, what are your thoughts on submitting optional essays for U Penn and Dartmouth?

You just attach it to the additional information sheet, but use a word document. You're using the common app I assume? I would definitely submit the additional essays if you have something more to say. They can only benefit you, unless you're a horribly dull writer.

great thanks.

why do u need to attach a photo??

You don't need to, but on the Penn app it says something like "so we can match your name to a face we may have seen throughout the year blah blah blah"

I think you need a picture so if it came down the a close tie with another student they could pick the more attractive one. It's undeniable that the first judgement by humans is appearence. That leads to a better chance in job interviews and work with the public. Shallow, I know, but most likely true.

Well, in college admissions, your fate all depends on how you are presented to the committee. If the first person who reads your application likes you (good essays, recs, you're ATTRACTIVE) then you'll be presented favorably. If they don't like you, you'll be presented badly. It's all emotional, so even if they say the picture doesn't affect anything, it's hard to believe.
