Is there a way to bypass placement tests for english, math, and foreign languages with SAT II and AP scores?

No. The foreign language tests are only taken to PLACE you in the approriate level of the language IF you choose to continue it in college; you can meet the required units of it through your high school courses, eg 4 years of HS French will satisfy an L&S req. AP calculus and the AP lang/lit tests do not test the basics that the placement tests cover, you should have the knowledge so you don't need remedial classes. There are standards in these everyone needs to meet, hopefully they taught these basics in HS.
