<p>I am a current freshman at University of Illinois Urbana-Champaign, and I just realized that I really want to study Civil Engineering. This shouldn't appear to be a problem, except for the fact that I would have to transfer into their Engineering program, which is very very competitive. So if I fail to get into Illinois' Engineering program, what are some lower-tier schools that I might be able to transfer into for Civil Engineering? Other factors that I would like, but are not necessary are that the school be relatively cheap and in an urban environment. </p>
