Please answer my question about in-state tuition

<p>I am currently a senior in high school and I want to go to Penn State next year. I moved to Pennsylvania from India when I was in sixth grade. I have been living in PA ever since. I don't have a green card yet and I am an Indian Citizen. However, we are currently in the process of getting our green card. </p>

<p>Would I have to pay in-state or out of state tution? If I have to pay out-of-state, is there any way that I can possibly appeal it with the PA board of education since I have lived here for so long? And is it possible to get any Federal Aid?</p>
