Please chance me for Boston college, UT, Northeastern...thank you!

Here is a little story about me: I grew up in Taipei. I moved to Texas with my family when I was in 8th grade. My first language is Chinese. The past few years was hard due to the low family income and my English ability. I did not know any English before I moved here. My family income is low enough to get fee waiver for ACT and free lunch at school. That is why I have been working hard in school to get scholarship to go to college.
Those are my stats:
Unweighted GPA: 3.813
ACT: have been getting low 30s on my practice tests. I just took it last Saturday
Rank: 99/533 ( It was 197 freshmen year. Worked really hard to make into the top 20 percent)
SAT II: Chinese 800, math II 710
AP: U.S. history (4), Statistics(4), Chemistry (3)
Senior year classes: AP: government, physics, cal AB, economics, psychology
un-level: english, orchestra, speech,
Volunteer hours: 122
In school activities:

Out side of school:

volunteer at children's summer camp every year in Taiwan or Texas

School that I think I will apply:
