FYI: Since you are OOS for UCLA/UCB, please be aware they offer little to no financial aid for OOS students. Expect to pay $55K+/year to attend if accepted, so you should check with your parents on budget. Your Stats indicate that you could be a mpetitive applicant so if the costs are affordable, you stand a decent chance. Immigrant and Female Engineer are not hooks. URM is a hook but not for the UC’s which banned affirmative action.

Penn state is a safety, and you’ll be very likely to get into Georgia tech being a African American woman. I don’t know much about some of the other schools, but there’s a lot of reaches there.
