What are my chances of getting into OSU and their School of Engineering?

Also, if you're familiar with it, what are my chances of being able to receive the Morrill Scholars Programs scholarship??

I didn’t catch your state of residence. OSU is open admission to Ohio residents (there are some “development” locations with transfer). The honors college is helpful because of advising and first shot at course scheduling.

YOur EC’s are great and your GPA is OK - If you can get your ACT up to a 28 you should be good.

I live in Missouri!

With all of your research & ECs, I think they will be impressed. The UMR thing also helps. ACT is slightly on the low side for OSU, but I think you’ve got a good shot.
However, you can’t get any huge scholarships without a 28 ACT; the major $12k Buckeye scholarship they give to out-of-state students requires a 28, so aim for that and you’re definitely in!

Also, the minimum ACT to get into OSU’s engineering school is a 24, I believe, so as long as you can get into OSU, you should be accepted to the school of engineering.

Okay, awesome! I am definitely aiming for a 28!! Thank you so much!! This definitely eases my mind a little :)
