UCLA is a slight Reach with your GPA and SAT score. UC’s have their own way to calculate GPA so you need your final Junior year grades. http://rogerhub.com/gpa-calculator-uc/
Are you in-state CA or OOS? What is your intended major?

Aim for a UC GPA of around 4.2+ and an SAT score of 2100+ or ACT of 31+ for the best chances.

The UC’s also don’t consider ethnicity for admissions. You may want to target private colleges in California.
I agree that your stats are not high enough for UCLA.

I am out of state and I plan on majoring in global health.

For the UC’s, there are no scholarships or grants for OOS students. Your tuition and fees would be $55K per year; can you afford that?

No but UCs aren’t my top choices I was leaning more towards Tufts and Emory
