<p>I only know about one at New York University. There is no way to apply for it. When they view your regular application, if they think you have top qualifications, then they will offer it to you, as a way to encourage you to come to NYU. That was so 6 years ago. At NYU, it means some special seminars, meetings, and access to professors starting in freshman year and continuing for 4 years with the same 75 or so students. It is probably different on every campus, and not all schools have an "honors program."</p>
