Please grade my ACT practice essay!

PROMPT:
In some states, legislators have debated whether teenagers should be required to maintain a "C" grade average in school before receiving a driver's license. Some people think this would be a good policy because having passing grades shows that students are responsible enough to be good drivers. Other people think such a policy would not be appropriate because they see no relationship between grades in school and driving skills. In your opinion, should teenagers be required to maintain a "C" average in school before receiving a driver's license?
In your essay, take a position on this question. YOU may write about either one of the two points of view given, or you may present a different point of view on this question. Use specific reasons and examples to support your position.

Essay:
In some states, legislators have argued over whether teenagers should be required to maintain a "C" grade average in school to attain a driver's license. These legislators believe that receiving "C" average grades display that the teenager is responsible. I believe that grades should have no influence over license attainment.

Grades have no relationship with a teenager's responsibility. A teen may have trouble in school, but that should not eliminate his/her possibility of getting a license. Grades have no correlation with driving skill because the traits necessary to drive are not needed for success in school. Agility, vision, and reaction are all traits that are not shown through grades at school. Ultimately, grades aren't any signals toward a teenagers responsibility and/or driving skill.

The legislators favoring the passage of this law believe that having a "C" grade average proves a teenager's responsibility. Although this may be often true, having lower than a "C" average doesn't prove that the teen is responsible. Even for teenagers with the approved grades, the grades do not reveal whether or not they are responsible. After all, grades have no effect on teenage behavior. Having good grades does not waive teenagers from making bad choices and having bad grades does not automatically mean they make bad choices.

If these laws were to be passed, they would be discriminating and inconvenient to those who can not receive "C" average grades. If a foreigner was having trouble in school, these laws would be discriminating to those who do not have the ability to get the grade. The passing of this law would also be inconvenient to those who are affected by it. Those affected would have to deal with bus waits. Time is wasted during these bus waits and could be time used for those students to do chores, homework, and have social time.

State legislators should not have conversations of passing this law because this law is only upheld by the belief that a "C" grade average shows that a teenager has responsibility. Not only does a "C" average grade have no correlation with responsibility and driving skill; It is unfair and inconvenient tho those affected by it.

I speculate that it would get between an 8 and a 10… but the grammar mistakes are too frequent for (my version of) an 11 or 12. Your thesis is clear, but you should include a brief outline of your points within it. It’ll probably sound pretty tacky, but the scorers dig it when you make it easier for them to conceptualize your main points. Also, I don’t know if this is good or bad advice, but you probably don’t need to introduce the topic in such depth; the scorers know what they’re reading about. However, that doesn’t mean you shouldn’t “address the complexity of the issue” by discussing the controversy briefly (EASY POINTS if you take a paragraph (not near the end) and you be like, "this be how it is, but one could also justifiably suggest that this aint be how it is by means of this reasoning… however, this reasoning does not account for the benefits of this and the detriments of that and such…).
It has length! It’s hilarious how that’s actually pretty important. And, if you write large, I’m sure that won’t hurt.
