<p>You can apply to most ED programs and still apply ER to Michigan, because the Michigan program is non-binding (although I believe that Brown does not allow you to apply to any non binding early program if you apply ED to Brown and there might well be other exceptions, so you should check the school websites).</p>
<p>As to SCEA, you should ask the individual school what its policy is. Most SCEA schools have an exception for public university rolling admissions programs, so it depends on whether a school considers the Michigan ER program a rolling admissions program or something more akin to Early Action.</p>
