Talk to your guidance counselor.
This is a question for your GC because Naviance works differently for every school - the school gets to turn features off and on, or buy certain ones and not others. No one on CC can tell you how to do it at your school.
It’s possible that your school already submitted materials to the schools on the list. If that’s the case (at least on my schools version) you cannot delete the school from the list and it becomes locked
