I was wondering if it was possible to start all over at another community college and not send your transcipt from your previous school when applying to a UC?

You must submit all transcripts from all colleges attended. If you fail to do so, you may have admission rescinded, be expelled, or have any degrees awarded revoked.

Usually a college doesn’t ask for high school transcripts after attending 2 years at a community college.

Don’t ask, don’t tell

Pierre, OP is asking about college transcripts (“another” community college). Transcripts must be sent. If the college later finds out you did not disclose this you could get tossed out. Use the search function above for all the other threads on this topic.
