<p>Unless you qualify for major merit aid, I suspect that TSU will not meet your financial need. Public universities usually don't have large enough endowments to meet 100% of their in-state students' financial need. There's little if anything left to meet the needs of out of state students. Typically, public universities, too, give aid that's heavy in loans.</p>
<p>You'll probably find details if you check the financial aid web site of TSU and also e-mail or call their financial aid office. </p>
<p>You probably would be better off going to a NY State public university.</p>
<p>If you've got high stats, you may also be able to get good deals from private universities and in state public universities. If you have decent board scores, also contact the Venture Scholar program, which helps underrepresented minorities who are interested in science careers get scholarships and college acceptances. You can find it on the web.</p>
<p>Your EFC will be same no matter where you go, how much you will end up paying is different matter. If your stats are good private instate college which known for good merit scholaships will be your best bet. If your stats are low then state public school, community college will be your options. OOS universities do not have money to give unless you are their top candidate.</p>

<p>If you look at the Venture Scholar site and check the individual colleges listed there that are part of their program, some of those colleges say that they have scholarships specifically for Venture Scholars.</p>
<p>getting admitted as an out of state candidate is an uphill climb to begin with and unless you are a recruited athlete ar at the very top of the applicant pool, your chances of getting money is slim to none because remember, a state's public university first priority is to their own state residents. </p>
<p>You have posted a lot of different versions of your story (which is the equivalent of trying to teach a pig to dance-waste of time and upsets the pig). This makes people very leary about helping you or as you have seen in some of your posting, they are quite insulting toward you and are calling you on your stories. (Based on some of the information you have posted, you do not meet the criteria for a venture scholar you may have met the test requirement but not the gpa)</p>
