Should I even bother applying?

are you applying as an international?

Honestly, I wouldn't make the best assessment of your chances. your GPA and class rank are fairly competitive, but not outstanding, although your ACT score does increase your standing a bit there. You probably won't be ruled out on academic merits. But where I see the real problem is your EC's. You haven't indicated any leadership positions, and it doesn't seem that you've made any serious impact on your school, let alone your state or nation. Sorry for the bleak assessment, and if you get some leadership you should certainly still apply, but I would look into safer schools.

To be honest your chances aren't stellar. Your ECs are kind of weak. My GPA and SATs weren't a great amount higher than yours, but I literally had three pages of ECs with a lot of leadership positions and awards. You're a shoo-in for GW, though, if you're looking for a DC school and courses in foreign studies.
