Please tell me what colleges I should look at!

Hi, could someone please tell me what colleges I could apply to and have a decent chance of getting into? I would really appreciate the help.

Currently a Junior
Freshman year and sophomore year, I wasn't trying too hard in school and got GPAs 3.14, 3.14, 3.0, and 3.42. However, I did take fairly proficient classes. Now, as I'm going on in life, I'm beginning to look into the future and doing well in school. In my junior year, I got a 4.0 first semester and I'm pretty sure that I'll get a 4.0 again second semester. I live in Maryland, so advice on my chances getting into any honors programs of the colleges here would be especially helpful. But, I haven't looked at too many out of state schools either, so those would also help. Thanks!

SAT I 800 W, 750 M, 650 CR (Kind of messed up on reading because English isn't my native language and a large portion of colleges don't look at writing, which was my best section)

Currently taking: AP Psych, AP World , AP Calc AB, AP Lang, Latin 1, Honors Programming, and an honors class on how to design experiments at a college level (I anticipate 5's on the exams with maybe one 4)
10th grade schedule: AP Physics B, AP NSL, AP Enviro, honors precalc, honors Spanish 4, honors English, Tech ed
Next Year's Schedule: AP Art History, AP Programming, AP Lit , regular stat (no honors and the AP Stat in my school is really hard), Forensics (I need this class to finish this science program offered in my school), plus I'm taking a double period class from UMD for both semesters.

EC's : Conducted a couple of experiments with a college-level write up that I can discuss. Doing a third soon. Tutored Spanish for Minority Scholars, played rec basketball 4th-10th grade, rec soccer 8th-10th. Tae kwon do for 3 years. Also a former boy scout for a year, for which I did some community service jobs. Started my own unofficial business snow shoveling. Briefly held a small helping out a glasses shop in my town. Attended Russian school for three years. Currently a member of the tennis team at my school. I play chess weekly, which I'm pretty good at. Also, I'm a member of the Science Olympiad(which competes at a National Level) and two other student clubs at my school.

Due to my large change in academic performance over the last year, I don't really know what kind of colleges I could qualify for. Any help would be greatly appreciated by giving me ideas for which colleges to look at. Even though this isn't very evident right now, (partially because it's 2 am here,) I'm actually pretty good at writing personal essays and would do a good job describing my improvement in grade. So, if someone could give me a few colleges to look at, I would be very grateful. Thanks!

Lower Privates, Mid Publics

You want to make a list of several colleges you like that range from your local state university all the way up through the University of Maryland, College Park. Colleges tend to like academic turnarounds.

You’ve made a long list of your stats and qualifications, but say very little about what you’re looking for in a college. Do you want a small school or a big school? A school in a city or in the country? Do you know what you want to major in, or which extracurriculars you want to continue/try in college? I advise starting with these factors and then looking into which of the best-fit schools are reasonable for you rather than working the other way around. There are lots of small, not-name-brand schools that will gladly take you, but I’m sure most of them aren’t what you’re looking for.
