No handgun -(except antique handguns) may be delivered to any person unless accompanied by a trigger lock or a locked case, gun box, container or other secure facility.

Unless allowed under exemptions for minors listed in the POSSESSION section above, it is unlawful to leave a loaded firearm within reach or easy access of a person under 16. This provision does not apply to a firearm stored in a securely locked box or container; or in a location which a reasonable person would believe to be secure; or securely locked with a trigger lock; or under circumstances where a minor obtained a firearm as a result of an unlawful entry by person.

Since an antique gun is not required to be sold with a trigger lock, it would need to be stored "in a location which a reasonable person would believe to be secure". By the letter of the law, the parent did not do anything that would constitute negligence.

It's negligence on the part of the parent. It's an accident on the part of the child.

Today, everyone is willing to put the blame from someone else. We can't admit the fact that there are some stupid kids out there, so we'll blame the parents.
Raising a loaded firearm, aiming it at someone's head, and firing without justification is HARDLY an accident, no matter what liberal media would say. It is a crime. Whether the perpetrator is actually punished for his crime is another matter. It does not change the fact that he committed a crime.</p>
