Hi,
Is it possible for me to still get into any low UC's like Merced, Riverside, Santa Cruz, or Santa Barbra?

GPA- 3.3 (weighted)
SAT- 1800 (taking it again tomorrow
Extra curricular:
1) Band 4 years, (section leader this year)
2) Piano Grade 4 (certified Royal Music Academy)
3) Badminton-Varsity this year and last
4) Extra Foreign Language taken at a Sunday School in addition to French 3 at school (shows on transcript)
5) 79 Volunteer hours (I know not much)
6) Treasurer at school Chess Club

Your SAT score is in range for UCR/UCM and UCSC, but low for UCSB. I am sure you are aware your GPA is low for all the UC’s. What is your intended major?? If you plan to pursue a STEM major, you want to be above the average Stats to be competitive.

Here is the %admitted students based on GPA range:
UCR: GPA OF 3.25-3.49=24%
UCM: GPA OF 3.25-3.49=28%
UCSC: GPA OF 3.25-3.49=17%
UCSB: GPA OF 3.25-3.49=2.9%

UCSB: Reach
UCSC: Low Reach
UCR/UCM: High Match

I would look at some Cal States such as Chico State, Sonoma, Sac State, SFSU, CSUF and CPP as possible Matches and Safeties.

Great advice above - You may have a chance at Merced and an outside shot at UCR, particularly if you are first gen college or your high school is in an under-served area. The other UCs are highly unlikely - even with a big bump in your SAT. Feel free to apply, for the others but, have a plan B and don’t be too surprised by the outcome.

Good list of CSUs above to consider. Apply broadly to keep your options open. You can narrow it down after you see your results.
Good luck.
