<p>Ok. My friend is an OOS attending UCSD right now and he said his school sent him an email about ways to establish residency(paying taxes, work, etc). His parents doesn’t pay CA taxes either. As far as i know, that’s NOT possible. So i told him, there’s no way you can get in state tuition just because you work and pay taxes. You come here to attend school, for an education, not for residential purposes, and the school expects you to pay 4 yrs of OOS expense. But basically he countered my arguments by saying that he’s getting the residency for sure because of the email that he received. I’m not backing down either, so help me out here.</p>
<p>there’s no other circumstances in which his residency could be affected. So, is this possible??</p>
<p>Assuming that your friend is under 24 and is already attending UCSD as an undergraduate, I don’t see how he can now change his residency from OOS to in-state because he went to CA for the purpose of attending school, which automatically knocks out the other criteria for establishing residency (paying taxes, work, etc.). The criteria are quite explicit:</p>
<p>There are some exceptions, though. Is he in the Armed Forces, a Congressional Medal of Honor winner, a dependent of a faculty member, or training for the Olympics?</p>
<p>He/ she must live off campus ( not in dorms or school apartment) This according to my HS ap gov teacher ( a graduate from Chapman) and my US ap ( has a BA and an MA from UCLA)</p>
